I'm running into the same problem specified in dotnet/Nerdbank.GitVersioning#1044, where project references default to version 1.0.0.0 in *.deps.json files (see bug for repro steps).

@AArnott indicated that he thinks this is a NuGet or .NET SDK bug.

What can be done to get *.deps.json to specify the correct version for project references? This is blocking some critical work on the VS Editor team.
