Add Nuxt 3 (or replace Nuxt 2) in the list of static site generators

On November 16th, the rewrite of Nuxt was released as Nuxt 3.

Officially, it's a separate framework, with its own framework, CLI and documentation. It will also need its own Netlify starter template (i.e. replacement for https://github.com/lukeocodes/nuxt-starter-netlify-cms).

Therefore, I propose that Nuxt 3 be added as a separate entry on the list of static site generators.
