Makefile cleanup

User Story

I'd like the makefile to be smaller, simpler, easier to follow, and more like the upstream cluster-api make file and build process. I know very well I can't have all of that, but a review of the make file and build tooling would be nice to see what we can do.

Detailed Description

One line I'm not sure we need anymore:

Consider removing line 213 from makefile: $(KUSTOMIZE) build $(REPO_ROOT)/templates/experimental-crs-cni --load-restrictor LoadRestrictionsNone > $(TEST_TEMPLATES_TARGET_DIR)/v1beta1/cluster-template.yaml
