Describe the bug
Running a noteable notebook that's missing the parameter cell complains instead of injecting parameters to the top.

To Reproduce
Steps to reproduce the behavior:

Create a new notebook
Run noteable engine papermill execution
See error message about no parameter cell found

Expected behavior
Execution should continue and place parameters at the top of the notebook.
