Overview

Now that the OTEP #258 has been approved and merged, it's time to write the actual specification for Environment Variables as context propagators.

The OTEP now lives within the Specification repository and can be found here.

@svrnm for sure, just updated the description. Got a few things in progress with semconv & collector contrib and then tackling this.
