This task is to address issue r-devel/rdevguide#190 on the R Dev Guide repo, by adding a subsection to the guide documenting a process for bulk automatic translation via Weblate, that was tested in #66.

Information on how to contribute to the R Dev Guide is available in the Contributing Guidelines.
