Sub-notebook always collapse automatically

When adding new sub-notebook or clicking to expand the sub-notebook thread, the toggle always switch itself on and off which made it hard to view (especially with multiple sub-notebooks). The collapse behavior should be manual - do not collapse easily once expanded.
