Thinking there's a python version issue or something else awry. numpy is reported as not on my system, which causes the build to fail.

But:

% pip install numpy
Requirement already satisfied: numpy in ./installed/build/py_venv/lib/python3.12/site-packages (1.26.4)
% python --version
Python 3.12.3

macOS Sonoma, 14.7.1

Thanks for any guidance. Not sure if this is related to this PR for Py3 compatibility?
