We can configure ray to either use gpu or cpu by specifying the env variable in docker/.env.

### Ray settings
# Choose either config_cpu.yaml or config_gpu.yaml
RAY_CONFIG=config_gpu.yaml

in config_cpu.yaml, whisper base is used.

with this config, the tests fail, because whisper base creates no config for several audio / video files.
