Randomly received targets error #750

On opening WASM project I got the following error, only once.

C:\Dev\uno4\src\SamplesApp\SamplesApp.Wasm\SamplesApp.Wasm.csproj : error  : The expression """.substring(0, 3)" cannot be evaluated. Index and length must refer to a location within the string. Parameter name: length  C:\Users\Martin\.nuget\packages\uno.wasm.bootstrap.devserver\7.0.20\build\Uno.Wasm.Bootstrap.DevServer.targets
