What would you like to be added

Update ContentDialog to latest WinUI sources

Why is this needed

Many features are currently either missing or not reliable (smoke layer, shadow, in-line display mode etc.). The parts of the control which were ported are also no longer in sync with WinUI latest.

Related issues

Main issue: #19128

When ported, most of these issues will likely be fixed transitively, needs verification after the fact.
