Explain in Detail

Why there are both targets and modernTargets?

I think legacy and modern are opposite, is targets for maximum compatibility and modernTargets used to seperate legacy and modern? But why targets default value is newer than modernTargets default value?

When should I set targets and when to set moderTargets?

Your Suggestion for Changes

Please add more information about legacy and modern option's difference, including usage, design intention and samples, and so on.
