Why --upgrade is removed? This will cause setuptools not being updated.

setuptools is not installed, and it installs latest version by default.

I suggest we won't make the change for other Linux RPM packages.

Reverted, other rpm packages are not affected.
Not sure why azurelinux3 make such weird change.
