Use D drive to speed up test runs on Windows #18342

This PR changes the Windows pytest tests to put the temp directory on the D:\ drive, which is faster than the C:\ drive.

h/t to @ichard26 in this pip PR: pypa/pip#13129 for the idea

According to mypy_primer, this change doesn't affect type check results on a corpus of open source code. ✅

Hm, unfortunately this doesn't seem to have saved any time :(

Oh well, guess I'll just close this. Apparently a dev drive can be used which may help, but that would likely be a more involved change that I will have to revisit.
