Rescaling output based on differences between CIMIS stations and Spatial CIMIS

This version rescales the outputs based on the differences between spatial CIMIS and the CIMIS station values, which makes the ET more appropriately calibrated. All other information is the same.

2015 and 2016 Water Years

This release includes the monthly rasters for the 2015 and 2016 water years, processed from ET estimates generated from METRIC for specific landsat dates according to the script in https://github.com/ssj-delta-cu/ssj-ucd-metric/blob/master/earthengine/metric_landsat_to_monthly.js
